Freedom of Speech and Academic Freedom
At the University of Greater Manchester, freedom of speech and academic freedom are essential to our mission as a higher education institution. These principles underpin a vibrant academic community, one in which individuals are empowered to explore ideas, challenge assumptions, and engage with a wide range of perspectives in a safe and respectful environment.
The University is legally required to uphold these principles under the Higher Education (Freedom of Speech) Act 2023, alongside our existing duties under equality and human rights legislation. As a registered higher education provider, we are committed to creating an environment where lawful, open expression and academic exploration are protected and encouraged.
Our existing commitment reflects this:
"The principles of academic freedom and freedom of speech within the law (alongside our equalities duties) are embedded in the University’s Teaching Intensive, Research Informed, Assessment Enabled (TIRIAE) philosophy and are central to our organisational culture. These principles enable all members of the University community to think critically, engage with diverse perspectives, and contribute meaningfully to research, innovation, and the advancement of knowledge and truth."
The University of Greater Manchester takes its responsibility to protect and promote both freedom of speech and academic freedom seriously, a responsibility reinforced by the Higher Education (Freedom of Speech) Act 2023. These values are embedded into our core people policies, procedures, and practices.
"All members of the University community, at every level, have an obligation to understand, uphold, and promote these principles. The University provides training, guidance, and resources to support staff in meeting these obligations. Any colleague unsure of their responsibilities should speak with their Head of School or Service."
"The University will investigate any allegations of conduct that contravenes these fundamental principles and will take reasonable and proportionate action where appropriate. Where breaches are substantiated, action may be taken under the Disciplinary Procedure (or other relevant procedure), up to and including dismissal or expulsion."
By embedding these commitments into our policies and practices, we aim to uphold a learning and research environment where intellectual curiosity thrives, diverse viewpoints are respected, and the rights and responsibilities of all members of our community are understood and upheld.
Nothing in this commitment excuses abuse, bullying, discrimination, harassment, hatred, intimidation, violence or any act prohibited by law.
